As vicious intermediary companies, choose to rake off the current project fees within the "budget" together via blind bids or "prepare" for upcoming projects by drawing cards. If the amount bid exceeds the "budget", the greediest player must discard their profits. If all of the bids remain under "budget", everyone scores their bid. Keep playing until the deck runs out.
